Editor’s note: This is a breaking news story. More to come.New Delhi, India (CNN) — Rescuers on Tuesday successfully drilled through to 41 men trapped inside a collapsed Himalayan tunnel, as a weekslong evacuation effort fraught with uncertainty enters its final stretch. The men have been trapped since November 12 when the part of tunnel they were helping to construct in India’s northern Uttarakhand state gave way, blocking their only exit with more than 60 meters (200 feet) of broken rock, concrete and twisted metal. The breakthrough follows a series of agonizing setbacks, during which rescue efforts were halted when the heavy machinery used to drill through the debris broke down, forcing workers to partially dig by hand and adopt other riskier methods to bring them to safety.Engineers had previously attempted to excavate the debris in the exit shaft using heavy machinery, but were forced to abandon efforts late on Friday after the powerful US-made...

Cold Breeze

Published Sat, 22 Feb 2025 03:49:52 GMT

Feeling the chill in the air as some colder weather settles back into Southern New England this morning. While this morning is seasonably chilly, this afternoon will run about 5-8 degrees below average as temperatures struggle to move much through the day as the numbers slowly drift back up into the mid to upper 30s. Factor in a wind that gusts 20-30mph, and there will be a winter feel to the air for sure. Much of the day features clouds, breaks of sun and dry air. However, from time to time, there may be a spot flurry or snow showers in the mix, although it won’t amount to much. Temps do tumble tonight, back into the low to mid 20s. With a bit of a breeze, wind chills will run in the teens early tomorrow morning. Winds gusts to 20mph tomorrow, and with highs once again in the mid to upper 30s, it’ll be another chilly day, albeit dry. Thursday, temps moderate back into the mid to upper 40s. We’ll crack 50 on Friday with increasing clouds and the chance for showers ...

NAIROBI, Kenya (AP) — The Kenyan High Court on Tuesday struck out key clauses of a contentious finance law that has been blamed for significantly raising taxes and the cost of living in East Africa’s largest economy.High court judges David Majanja, Christine Meoli and Lawrence Mugambi said parts of the Finance Act 2023, including a mandatory housing levy, were unconstitutional and couldn’t be enforced.“The levy against persons in formal employment to the exclusion of other nonformal income earners without justification is discriminatory, irrational, arbitrary and against the constitution,” according to the 160-page judgment. The housing levy is a significant agenda of President William Ruto, who has pledged to construct 1 million homes by 2027 under his affordable housing program already underway in parts of the country.Political analyst Herman Manyora said that the court ruling was a big blow to the government, “which has lost public support by pushing an unpopular legis...

DUBAI, United Arab Emirates (AP) — Dubai prepared to host the COP28 climate talks Tuesday as world leaders including U.S. President Joe Biden signaled they would not be attending the negotiations that come during the ongoing Israel-Hamas war roiling the wider Middle East. Workers under a still-scorching November sun stapled up bunting and decorated Dubai Expo City’s iconic Al Wasl Dome with trees and other green foliage ahead of the summit, scheduled to start Thursday in the United Arab Emirates. Armed United Nations police patrolled about half the area of Expo City where the delegates will debate, while the other half will host other climate events. Airport-style security screenings greeted those coming into both areas. The two-week meeting of international leaders aims to assess where the world stands when it comes to limiting emissions to slow global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) compared with pre-industrial times. Emirati officials said Tuesday th...
